3、投标人资格要求 投标人应具备的资格或业绩:（1）投标人是响应招标、已在招标机构处领购招标文件并参加投标竞 争的法人或其他组织。任何未在招标机构处领购招标文件的法人均不得参加投标。 The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Joint Venture Agreement). （9）投标人必须是中和单元成套设备设施的制造商，并具备设备集成能力。如投标人为联合体，则 联合体牵头方需满足此条件。本项目不接受代理商投标；须提供“制造商资格声明”（格式见第一 册第四章格式IV-9-2）。 The Bidder shall be professional manufacturer of the neutralization unit , be possessed of equipment integration. In the case of a Joint Venture, the leading party of joint venture shall meet this condition. No agent is accepted to participate in the bid.“Manufacturer Qualification Statement” shall be provided (the format is as per IV-9-2 in Chapter IV of Volume I). （10）投标人必须具有化工石化医药行业(化工工程)专业甲级工程设计资质及以上;上述资格证书在 有效期内，并提供加盖投标人或联合体成员公章的正本扫描件。 The Bidder shall be licensed with the professional Grade A engineering certificate in Petrochemical and Pharmaceutical industry (Chemial Engineering). The valid and the scanned copy of the original of the above qualification certificates with official seal shall be provided. （11）投标人须提供加盖投标人公章的在有效期内的职业健康安全管理体系、环境管理体系、质量 管理体系认证证书的扫描件。 The bidder shall provide scanned copy of the valid occupational Health and Safety Management System Certification, Environmental Management System Certification, and Quality Management System Certification，sealing with company stamp for domestic bidders, while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below). （12）投标人须提供2013年1月1日至今类似酸碱中和工艺装置（20~24t/h中和液产能规模）设备或 SAP装置中和单元成套设备有效业绩至少1个(业绩清单格式见第六章附表1)。 Since January 1, 2013, the bidder shall be successfully experienced with at least 1 set of NEUTRALIZATION UNIT in SAP plants or similar acid base neutralization device (with a production capacity of 20-24t/h for neutralization solution).
